Mr. Merrill:
Thank you so much for your note. You make excellent points and I appreciate your past experience and insight as an immigration officer. The time to act locally is now; in fact it is almost too late. It is up to us, as the Feds will clearly not do anything about securing the borders. I applaud the USBP and understand they are doing all they can with limited resources and limited support from the Federal government. Tonight, the Escondido city council became the first city on record to support the CA Border Police act. My hope is that other cities and county governments follow our lead and stand up to protect our national soveriegnty. The vote was 3-2. Too bad it wasn't unanimous! God bless the USA.
Sincerely,Marie Waldron

Subject: Please Help Preserve Our National Security
DEAR ESCONDIDO CITY COUNCIL MEMBER:
The purpose of this message to you today is to urge your support of the California Border Police initiative. I appreciate you taking a few minutes to read this and to be more informed. It is plainly and sorely obvious that the federal government is not doing its job to secure our international borders. To maintain its sovereignty and laws, it is critical that a nation have secure borders. Such security issues are being neglected and it is necessary for the safety and security of California residents and the rest of our country for all border states to step up to the plate and do the right thing.
Due to the failure of the federal government to effectively enforce our immigration laws, many states and municipalities are taking actions to solve the problem at state/local levels. Arizona voters passed proposition 200 which denied many benefits to illegal aliens. This law has been upheld by the courts. State Assemblyman Ray Haynes has stepped forward as the proponent of the California Border Police initiative. This righteous initiative would create a California border police force with the primary function of securing our borders. Interior enforcement would also be part of their mission. A California police force whose primary focus is stopping the stream of illegal aliens/drug runners/terrorists currently crossing our border would be very effective.
The estimated $300-400 million cost for this force would be a net positive to the state budget and save a lot of previous funds in the process. Conservative estimates state that for every one dollar spent for this initiative, there will a net savings of not less than 9 dollars in benefits that will not be paid out to illegal aliens. We cannot afford not to fund this investment. I urge you to print the attached PDF file and take it home with you to read at your leisure.
It discusses the real costs of illegal immigration with regard to medical issues and their costs. It is an easy and quick read that will help you understand another picture within this problem. As a retired immigration enforcement supervisor whose career started in the US Border Patrol, I know first hand of the problems along the border. Continued vigilance at the border has made me conclude that our border is far from being secured. Too many parts of the 2,000 mile border I have visited or worked have no fence or a fence that is easily crossed. Border patrol agents on the front line will tell you that they are spread very thin, do not have sufficient technological resources, and that morale is not very high. Most are dedicated agents who want to do their job. They will tell you, repeatedly, that to be successful they cannot rely on Washington, DC.
Too many agents have stated feel that the agency is managed and designed to fail. The California/Mexico border is also a dangerous drug running area. A San Diego Sheriff¹s Deputy recommends that citizen patrols do not linger in the Jacumba area at night because it is a very dangerous controlled by violent alien and narcotics smugglers. This comment is a shocking testament to the state of our border security.
Citizen volunteers should not have to be on the border bringing attention to this crisis. Effective solutions like the California Border Police need to be implemented to solve this out-of-control problem. We commend Councilmember Waldron for bringing this resolution to the Council and urge all members to take a leadership role and pass this positive resolution. People who are concerned about the border and its impact on our national security will continue to urge other cities and towns to follow your passed resolution and request that they follow your courageous leadership. Thank you in advance, in the event you do the right thing.
